Special Notice

The Bureau of Reclamation, Yuma Area Office, Yuma, Arizona intends to award on a sole source basis, a Firm Fixed Price requirement to Perkin Elmer Health Sciences Inc., 710 Bridgeport Ave, Shelton, CT 06484-4750. The requirement is for a maintenance service agreement for one base year and four (4) option year periods.

This procurement will be awarded using simplified acquisition procedures pursuant to Federal Acquisition Regulations (FAR) Part 12 and 13. Reclamation believes that only one responsible source is able to fully provide the services that will satisfy the agency’s requirement. A Justification for Other Than Full and Open Competition will be prepared in support of this acquisition and posted in accordance with FAR Subpart 6.302-1, Only one responsible source and no other supplies will satisfy Agency requirements.

The North American Industry Classification System (NAICS) code is 811219, Other Electronic and Precision Equipment Repair and Maintenance; and the size standard is $7.0 Million. Vendors that recognize they can fully provide the required supply, are encouraged to identify themselves and give written notification to the Contracting Officer. In order to allow for sufficient Government consideration, vendors shall submit their written Letter of Intent no later than February 20, 2020. Responses received after February 20, 2020 will not be considered by the Government. All responses should include the vendor’s Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a “small business” or and “other than small business” under North American Industry Classification System (NAICS) Code identified herein.

A determination by the Government not to compete this proposed action based on the responses to the notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
